I know that TONS of people are having this problem with Windows Live Messenger Beta, so I took in to account that I had found myself a resolution that worked for me.
Go To The Following Addresses On Your Computer
C:\Documents and Settings\^^^\Application Data\Microsoft
C:\Documents and Settings\^^^\Local Settings\Application Data
**Make sure you replace the “^^^” with the user you are logged on your computer with not your msn your windows user account.**
2. Delete All files that may relate to MSN or Windows Live Messenger
CONGRATULATIONS!, you have now fixed error code 81000451 simple don’t you think?
It worked for me so I hope it works for you, if not leave a comment and I will try to help you with your problem.

Patrick you may have to be set as an administrator on your computer, get the admin for your computer to do it for you just go on the admin account and use your own user.
If you are an admin ill get back to you with another solution.

An easier solution, but based on exactly what the person has said above.
This error has been addressed by the WLM team and will be fixed in the final release. It occurs generall when a user blocks, then leaves a Group.
To avoid such issues stay away from activities such as
a) Put a group on the block list
b) Leave the group
c) Sign-out
d) Sign-in will fail
OR
a) Blocking an empty group.
which will cause the BETA to ** LOCK YOUR Windows live ID ** and hence all contact information from your SYSTEM needs to be deleted and the easiest way to do so is… but keep in mind if you have multiple users using Windows Live Messenger Beta, this will erase all contact information for every user using WLM – Beta.
Recommended Solution – Revert to 8.5 Stable Release as there is no Group feature.
* EASIER SOLUTION BASED ON ABOVE ARTICLE *
- Close WLM Beta. (right click on tray -> exit )
- naviagate too C:\Documents and Settings\USERNAME\AppData\Local\Microsoft
- rename folder Windows Live Conctacts to ” Windows Live Contacts _ 1 ”
** i say RENAME as some windows live contacts is not only used for Windows live Messenger but with every other Live software. Windows Live Mail, vista contacts, live MESH, etc hence if you do face issues with other software, you may revert to your previous folder ****
- start windows live messenger again.
- You should sign in successfully and a NEW ‘ Windows LIve Conctacts ‘ folder should be created.
AGAIN, if you do face problems with other LIVE applications, revert to the previous folder and downgrade to the Stable release of Windows Live Messenger.

Are you sure you checked in all the folders in the routes go through them ALL again and if that does not work im sorry because this is the only solution me, the nerd community and microsoft has found.
but how do i know what to delete in those folders?
The names that are like
“Windows Live Messenger Contacts” or
MSN or Web Messenger, MSN messenger, Microsoft messenger, messenger those are just examples though and might not be accurate
yeah i tried that. but i dont want to delete something important by accident.
If you dont want to delete anything important just drag it onto the desktop and if something stops working just put them back

Hey people, the best solution of fixing this problem of Error Code 81000451 on your MSN without deleting your contacts or groups is to format the computer. You just have to spend like 1 hour time, but I had no other choice, and I think it’s worthy, because now I can open my MSN.
P.S I usually keep my Hard Disk Drive partioned in two, where I keepmy personal data in, so I formatted my computer (Local Disk C) without data loss.
I think this is the last, time-consuming though, but the best working solution.
